Sustainable events

Council encourages event organisers, sponsors and stallholders to run greener events so less goes to landfill.

Balloon release ban at Council licenced events on public land or at Council-owned facilities

Helium balloons cannot be released into the air at Council licenced events on public land or from Council-owned facilities such as parks and sports fields in the Tweed.

From 1 January 2023, Council also prohibits the use or supply of all types of balloons, where all, or part of the event, occurs outside at such events and places.

Balloons pose a significant risk to the environment, animals and marine life (including seabirds and turtles) who ingest balloon debris mistaking it for food, or who can become entangled in balloon strings.

Booking conditions and banner guidelines

The display of banners are subject to booking conditions being met prior to making an application.

It is the intent that these signs are visually attractive and provided in a uniform manner so that they are easily understood by motorists.

Banner guidelines have been developed to assist community groups and individuals with the application process.

Booking conditions

  • The applicant must be a not-for-profit incorporated organisation or a commercial organisation promoting a community event/activity.
  • Applications will be processed in the order they are received.
  • The applicant is preferably based in the Tweed Shire.
  • The proposed event/activity must take place in Tweed Shire.
  • Banners can only be displayed for a maximum of 2 consecutive weeks, and is dependent on other bookings.
  • Erection of banners will be on the Monday; except where a Public Holiday falls on a Monday, when the banner will be erected on Tuesday. If Council’s staff and plant are unavailable, this may cause delays with banner erections from time to time.
  • Approval to hold the event/activity must have been issued by Tweed Shire Council (when on Council managed land).
  • Council reserves the right to refuse to display any banner, particularly if, in the opinion of Council, it is poor in appearance, or projects an offensive message.
  • Loss or damage to banners is not Council’s responsibility.
  • The applicant must comply with Council’s insurance requirements.
  • The applicant incurs a take-down cost if no replacement banner.
  • No fees will be waived.
  • Payment to be made no later than one week prior to erection.

Organisations/individuals that are not eligible to make an application are:

  • commercial venues (i.e. pubs or licensed venues)
  • business operations
  • garage sales
  • for overtly political activities or activities that could be perceived as benefitting a political party or political campaign
  • for activities that could be perceived as divisive within the community.

Banners cannot be displayed if the design and layout do not comply with Council’s banner specifications:

  1. Maximum depth (height) of banner to be 0.9 m.
  2. Maximum length of banner to be 8 m.
  3. Combined length of banner plus extended length of rope from all four (4) corners to be minimum of 19.5 m.
  4. Rope to be 12 mm diameter nylon.
  5. Corners to be reinforced and rope to be sewn into banner for full length along top and bottom.
  6. Two (2) rows of 150 mm diameter circular cutouts or approximately 100 mm diameter out cups at 750 mm centres to reduce wind resistance.
  7. Material to be heavy duty, reinforced PVC or equivalent.
  8. 10 mm diameter eyelets along top of banner at 600 mm centres to facilitate hooking banner to fixed cable.

Banners must be delivered to Tweed Heads depot, Gray Street Tweed Heads for erection at Wharf Street Tweed Heads and Murwillumbah Depot, Buchanan Street Murwillumbah for erection in Alma Street, Murwillumbah. Delivery must be between the hours of 10 am and 2 pm.

Banners must be delivered at least one week prior to the erection date, they must also be picked up from the depot no later than one week following the display period. Council does not offer storage of banners and any banners not collected will be disposed of.

At the time of delivery you will be required to supply:

  • contact name and number
  • copy of receipt for payment or a copy of the temporary banner application form with the receipt number filled in.
